讲座人基本情况：

Stephan Hobe教授系德国科隆大学航空与空间法研究所主任，毕业于加

大麦吉尔大学航空与空间法研究中心和德国基尔大学，并曾供职于德国航天局，是国际空间法专家。

Stephan Hobe教授先后任职于多个国际、国内学术组织，系国际宇航学会会员，国际空间法学会、欧洲空间法学会、德国国际法学会理事，国际法协会空间法委员会、国际商会航空运输委员会委员，莱顿大学国际空间法研究所顾问委员，同时还是美国国际法学会、欧洲航空法协会、德国航空法研究会的会员。

Stephan Hobe教授的学术和科研成果颇丰，目前他已在国际公法、欧洲法航空与空间法领域发表论著150余篇（部）。Stephan Hobe教授还担任德国《空间法杂志》、《空间法系列研究》等刊物的编辑工作，由Stephan Hobe教授组织编撰的《空间法评论》在国际外层空间法学界久负盛。Stephan Hobe教授还参与主持完成了多个科研项目，如“21世纪欧洲与全球航空与空间法面临的挑战”、“欧洲外空旅游法律协调性研究”、“作为欧盟执行机构的欧洲空间局的发展：法律框架与变化”、“欧洲外空飞行的第三条路经”、“科隆大学航空法精要”等，并于2009年荣获国际空间法学会杰出贡献奖。
