Judge Sydney Hanlon
Judge Sydney Hanlon graduated from Brown University in Providence, Rhode Island in 1972, and graduated from Harvard Law School in 1975.
Judge Hanlon worked as a prosecutor for fifteen years: seven as an Assistant District Attorney in Norfolk County, MA (south, suburban Boston) where she was assigned to head the Sexual Assault Unit between 1977 and 1982. She became an Assistant United States Attorney in the District of Massachusetts in 1982, assigned to the Organized Crime Drug Enforcement Task Force. In 1987, at the invitation of newly elected Massachusetts Attorney General James M. Shannon, she left to become an Assistant Attorney General and to form a drug crime investigation and prosecution unit in the state Attorney General’s Office.
Governor Michael Dukakis appointed Judge Hanlon to the Dorchester District Court in 1990; she was appointed First Justice in 1994. Dorchester is a busy urban court, serving a largely immigrant and minority community; cases are primarily lower level felonies and misdemeanors, including guns, drugs, domestic violence and operating under the influence.
In 1992, District Court Chief Justice Samuel Zoll appointed Judge Hanlon to chair the District Court Domestic Violence Committee. For the next eleven years, that committee served as a principal Trial Court resource on domestic violence matters: drafting guidelines for conducting domestic violence restraining order hearings, and training judges, court personnel, police officers and others on partner violence issues.
In 1999, the United States Department of Justice Violence Against Women Office chose Dorchester District Court as one of three demonstration sites in the country for a Judicial Oversight Demonstration Initiative. This project, which is being evaluated by the Urban Institute, examines the value of close judicial and probation oversight on convicted domestic violence offenders.
Judge Hanlon travelled to Irkutsk, Russia in 2001, as part of a domestic violence training team sent by Project Harmony; she has also travelled to China and Slovakia for the Massachusetts Judges’ Conference. She has conducted trainings in Massachusetts, and, outside of Massachusetts, at the invitation of the Battered Women’s Justice Project, the American Probation and Parole Association, and the Violence Against Women Office of the Department of Justice.

She has special expertise on domestice violence issues, and has implemented a number of USDOJ-funded anti-DV programs in the Massachusetts courts, including one on increasing judicial and community oversight of offenders DV-related cases. Judge Rosalind Miller
Born in London, England, Judge Rosalind Miller grew up in Virginia. She graduated from the University of South Carolina in 1975, and received her law degree from the University of Virginia in 1979. She began her career as a prosecutor in Boston, Massachusetts the same year. Judge Miller worked in the appeals division of the district attorney’s office for a year and then as a district court prosecutor for a year and a half. In 1982, she was promoted to the Superior Court prosecution team, and, in 1984, she transferred to the Major Offenders’ Bureau, where she prosecuted career criminals charged with serious felonies, including sexual assault, domestic violence and homicide cases. In 1992, the District Attorney promoted Judge Miller to be a team leader and thereafter she supervised a team of trial lawyers. Governor William Weld appointed Judge Miller to be an associate justice in the Dorchester, MA Court in 1996; she has been first justice of that court since 2009. She has conducted many domestic violence education programs for lawyers and judges at both the state and national levels. She is the mother of three adult children.
